• Residency:- Beneficiaries must hold permanent residency status in Assam.
• Age Requirement:- Beneficiaries should be between 28 and 40 years of age. 
• Age Relaxation:- Relaxation in upper age limit is 3 years for SC, ST and OBC category candidates.
• Educational Qualification:- To qualify for this program, beneficiaries must have at least completed Class 10.
• Skill Qualification:- Beneficiaries should possess relevant skills and knowledge, which could be acquired through programs like ITI or Diploma, to engage in income-generating activities.
• Loan History:- Applicants must not have a history of loan defaults.
• Government Service:- Beneficiaries should not belong to families with government employees or pensioners.
• Income Category:- Eligibility is restricted to candidates falling within the BPL (Below Poverty Line) category.
• Family Limitation:- Only one member per family is eligible for participation in this scheme.
• Employment Exchange Registration:- Applicants must have been registered with the Employment Exchange before April 1, 2023, to be considered eligible.
• Bank Account:- The applicant should have a commercial bank account opened before 31th December, 2023.
